Militaries from the Association of Southeast Asian Nations began their first-ever joint exercises on Tuesday in Indonesia, with a Myanmar junta representative present despite the bloc's ban on its senior leaders.
Myanmar's junta moved deposed leader Daw Aung San Suu Kyi to house arrest last week but that was not enough to ease deep divisions among ASEAN leaders over how best to engage with the pariah state.
