Opposition forces in Myanmar are trying to roll out public services in newly-conquered territories, but public resentment is holding them back from employing regime civil servants.
A blast in northern Myanmar killed dozens of people on Sunday, two rescue workers said, with the resistance group controlling the area saying it was caused by the accidental detonation of mining explosives.
